Council

At the close of the Nomination period on September 22, 2025 at 12:01 p.m., seven people had come forward for the five Council positions available. Advanced voting was held October 2, 2025 and regular voting was held October 20, 2025. You can view the election results here.

 Mayor Barton

Jeffrey (Scott) Barton

With over 40 years of dedicated service in Alberta’s municipal government sector, Scott Barton brings a wealth of experience, integrity, and vision to public service. As a proven leader in local administration, Scott has helped shape vibrant and resilient communities through strategic planning, regional collaboration, and innovative infrastructure.

Scott currently serves as the Chief Administrative Officer (CAO) for Improvement District No. 4 (Waterton Lakes National Park) and General Manager of the Waterton Park Community Association, where he leads with transparency, accountability, and a deep commitment to community well-being. His previous leadership roles include serving as CAO for the Town of Raymond, Village of Stirling, and Improvement District No. 9 (Banff National Park).

He is also a founder of RSIT, a regional municipal partnership delivering essential services in administration, finance, public safety, waste management, and water treatment.

Scott holds an MBA from Athabasca University, a Diploma in Recreation Management from Lethbridge College, and multiple executive certifications. He is a Certified Local Government Manager (CLGM)Certified Municipal Clerk (CMC), and a graduate of the Master Municipal Clerk Academy (MMCA).

His contributions have been recognized with the Queen Elizabeth II Diamond Jubilee MedalAlberta Centennial Medal, and the Career Virtuoso Award from Lethbridge College and several municipal awards.

Scott believes in the power of volunteerismfamily, and community spirit. He is committed to building a strong, inclusive community where people thrive through thoughtful leadership and collaborative innovation.

He was elected as Mayor at the October 29, 2025 Organizational Meeting and is serving his first term on Stirling Council.  He is a member of the Municipal Planning Commission and is a Council representative for:

Deputy Mayor Stacey Maynes is serving her first term on Stirling Council.
